Shortening the delivery time for minutes from 20 days to a maximum of 3 days

JAPAN, has been introduced at Nagasaki City Hall in Nagasaki Prefecture, where it has significantly reduced the time required to create meeting minutes.

Previously, Nagasaki City Hall outsourced the transcription of meeting minutes to an external agency, and it took about 20 days from the time of request to the time of delivery. Since revisions had to be made after delivery, it took a lot of time to complete the minutes, and the task of creating minutes was a heavy burden on the assembly secretariat.
To solve these issues, Nagasaki City Hall decided to introduce ScribeAssist, a software that converts meeting audio into text in real time, streamlining the process of creating meeting minutes.
While gathering information about solutions for creating minutes used by other municipalities, we conducted a trial of "ScribeAssist," which has been adopted by many municipalities. The decisive factors in deciding to officially adopt the solution were the fact that it achieved improved work efficiency during the trial period, its track record of adoption in over 800 municipalities, and the abundance of examples of its use in assemblies.
Currently, when creating minutes of plenary sessions, the transcription is first done using "ScribeAssist," and the transcription results are then provided to an external contractor who is then asked to create the minutes. Thanks to these improvements to the workflow, the time from request to delivery has been shortened from 20 days before the introduction to around 3-10 days, significantly improving the efficiency of creating minutes. In addition, because the content of remarks is transcribed in real time, it is now possible to check and output the content of remarks in real time during the plenary session. This has made a significant contribution to speeding up information sharing and improving the accuracy of information during parliamentary sessions, when speed and accuracy are required.
Advanced Media will continue to promote the expansion of solutions that utilize AmiVoice, an AI voice recognition system, to help local governments and companies that face challenges in creating meeting minutes improve their business efficiency and reform working styles.

The introduction of "ScribeAssist" has reduced the burden of work related to creating minutes and made it more efficient. In addition, since audio is transcribed in real time, it is very useful during assembly sessions as it allows the content of comments to be checked smoothly. Furthermore, from February 2024, we started displaying subtitles in the public gallery of plenary sessions, which has made it easier for many people, including those with hearing impairments, to observe assembly sessions.
