In response to the Act on the Elimination of Discrimination against Persons with Disabilities, which has been under consideration since 2013, the Tokyo Kita Ward Assembly uses "IT communication tools (speech simultaneous translation software, voice reading software)" to provide support to hearing-impaired members. We were able to accommodate hearing-impaired people and allow hearing-impaired people to attend parliament. This is the first case in the country.
This time, FUJITSU Software LiveTalk, a participatory communication tool for hearing-impaired people developed by Fujitsu Limited and Fujitsu Social Science Laboratory Ltd., has been introduced as a system for hearing-impaired people.
LiveTalk can be used in meetings, classes, and other places where multiple people share information, by recognizing the speech of the speaker, instantly converting it to text, and displaying it on multiple computer screens. This software allows all participants to share information in real time. Voice recognition technology AmiVoice has been adopted.
