The AI version of Ibaraki Prefecture-certified Vtuber "Ibaraki Hiyori," called "AI Ibaraki Hiyori," will appear at the Ibaraki Prefecture booth at Anime Festival Asia Singapore 2023 (held from November 2023th to 11th, 24; hereinafter referred to as "AFA"), one of Southeast Asia's largest pop culture events, to be held in Singapore.
The exhibition is planned and managed by TRIBALCON. Inc. (Head office: Shibuya-ku, Tokyo, CEO: Noriaki Ikumoto, hereinafter referred to as "TRIBALCON"), which has been commissioned by Ibaraki Prefecture.

"AI Ibara Hiyori" has the No. 1 domestic market share*This is an AI version of Ibaraki Prefecture's official Vtuber "Ibaraki Hiyori," equipped with a system that realizes natural AI voice dialogue by linking "AI Avatar AOI," an AI voice dialogue avatar that utilizes AmiVoice, an AI voice recognition service provided by Yahoo! JAPAN, with ChatGPT provided by OpenAI.
In order to respond to the increasing inbound demand and promote the appeal of Ibaraki Prefecture to people from various countries, we have added a multilingual function using ChatGPT, making it possible to support English. When you talk to "AI Ibaraki Hiyori" in English, the spoken content is translated into Japanese and processed through AI dialogue, and the generated answer is translated into English and displayed as subtitles on the screen. Meanwhile, under the supervision of Tribalcon, the original character settings of "Ibaraki Hiyori", such as her personality, catchphrases, and expressions, are reproduced as they are, and the voice synthesis is performed in Japanese. By synthesizing the voice in Japanese, it is possible to turn it into an AI without compromising the character's personality, so any character can be used without destroying the worldview.
Furthermore, in order to realize natural conversation, we have learned and improved the AI Ibaraki Hiyori based on the feedback we have received during its operation. Also, as this is the first time that AI Ibaraki Hiyori has expanded overseas, we have updated the content of the conversation to convey the charms of Ibaraki Prefecture from a global perspective.
