The Numazu City Council in Shizuoka Prefecture has introduced Advanced Media's "AmiVoice Council Minutes Preparation Support System" and will begin full-scale operation from the regular session in June 2004. This will enable council minutes to be prepared more quickly, and it is expected to have the effect of further promoting information disclosure to residents.
In the past, Numazu City Council had had staff from the council secretariat take the transcriptions of committee meetings, so streamlining this process was a major issue. Since last year, they have been able to partially improve efficiency by having staff listen to the recordings and repeat them to use voice recognition, but now, with the "AmiVoice Council Minutes Creation Support System," they will be able to achieve even greater efficiency.
There has long been a strong need for the creation of minutes using voice recognition, but there was no voice recognition technology or system that could be recognized as practical by actual users in terms of its ability to handle "unspecified speakers" and "natural conversation." The Numazu City Council recently selected the "AmiVoice Council Minutes Creation Support System" as a practical voice recognition system that can be used not only for plenary sessions, where the content and order of answers are fixed, but also for committees, where "spoken language" with grammatical ambiguity is used.
Generally, minutes of a parliamentary meeting are prepared by translating notes made by a stenographer or transcribing tape recordings. With the "AmiVoice Parliamentary Minute Preparation Support System," audio recorded from a microphone is first converted into text on the spot. Errors that occur during conversion can be easily checked and corrected by listening back to each utterance as necessary. This dramatically reduces the time required to prepare minutes, achieving two to four times the efficiency of transcribing from a tape (based on experiments at Advanced Media).
